This week marked the one-year anniversary of President Biden signing the bipartisan CHIPS and Science Act into law as part of his investing in America agenda. CHIPS for America is a historic opportunity for our country to come together and strengthen national security, rebuild supply chains, unleash the next generation of innovation, and solidify America’s technological leadership in the 21st century.
Here’s what they’re saying about the success of the bipartisan CHIPS and Science Act one-year in:
Biden-Harris Administration Leaders:
President Joe Biden: “One year ago today, I signed into law the bipartisan CHIPS and Science Act to revitalize American leadership in semiconductors, strengthen our supply chains, protect our national security, and advance American competitiveness.
“In the year since I signed this legislation into law, companies have announced over $166 billion to bring semiconductor manufacturing back to the United States. These investments are creating jobs and opportunities in communities across the country – from Ohio to Arizona, Texas and New York. And, in the last year alone, at least 50 community colleges have announced new or expanded programs to help American workers access good-paying jobs in the semiconductor industry.” [Statement, 8/9/2023]
Vice President Kamala Harris: “We are rebuilding America – and the CHIPS and Science Act is a big part of that. One year after passing this historic law, @POTUS and I are creating jobs, boosting American innovation, and ensuring we make semiconductors at home again.” [Tweet, 8/9/2023]
Secretary of Commerce Gina Raimondo: “The CHIPS for America program is a historic opportunity to solidify America’s leadership and protect national security. Our work will boost semiconductor manufacturing, strengthen supply chains, and unleash the next generation of innovation. We’ve come a long way in the first year, but there’s exciting work still to be done. Under the President’s leadership, and through the CHIPS for America program, we’re ensuring that America secures its role as a technological superpower for decades to come.” [Statement, 8/9/23]
Secretary of Transportation Pete Buttigieg: “Semiconductors are essential to everything from phones to automobiles. Thanks to the investments in President Biden’s CHIPS and Science Act, semiconductor companies are now investing billions of dollars to bring chip production back to the U.S.” [Tweet, 8/9/23]
Secretary of Education Miguel Cardona: “On the anniversary of the CHIPS and Science Act, I am reminded of all the students that I’ve met across the country who are on a pathway to a career that was made possible by its investments in CTE. Our students, our economy, and our planet are all better off because of it.” [Tweet, 8/9/23]
Secretary of Energy Jennifer Granholm: “Happy birthday to the CHIPS and Science Act[!] It’s been one year since @POTUS signed this game-changing legislation into law and drove more than $230B in private investments in America’s semiconductor manufacturing industry.” [Tweet, 8/9/2023]
Member of Congress:
Senate Majority Leader Chuck Schumer: “Today marks one year since my historic bipartisan CHIPS & Science bill finally became law. This landmark legislation has already spurred major investment across Upstate New York, bringing thousands of good-paying jobs back from overseas, – and breathing new life into Upstate New York’s manufacturing legacy.
“The CHIPS & Science law is not just about restoring this critical industry for the United States, it is about ensuring our children and grandchildren can find good-paying jobs and grow their families in places like update NY, and in the communities that helped build America, and where now they can build a future for themselves, all while laying the foundation for the future of American manufacturing.” [Statement, 8/9/23]
Senate Commerce Committee Chair Maria Cantwell: “As a chief architect of the CHIPS and Science Act, today, U.S. Senator Maria Cantwell (D-Wash.), Chair of the Senate Committee on Commerce, Science and Transportation, celebrated the one-year anniversary of the law designed to spur American manufacturing, research and development, create thousands of jobs and build a highly-trained workforce. The law authorized nearly $250 billion—one of the largest five-year federal research and development investments in U.S. history. The United States has received commitments worth $230 billion to build and expand semiconductor manufacturing from private investments.
“Over the last year, the landmark CHIPS and Science Act seeded a resurgence of American manufacturing, innovation, and entrepreneurship. More than $230 billion invested in domestic semiconductor manufacturing is creating thousands of good-paying jobs. But our nation is facing a shortage of skilled workers to meet this demand—a gap of 60,000 STEM workers by 2026 in the State of Washington alone—so we must also invest in education, apprenticeships, and training programs.” [8/9/23]
House Science, Space, & Technology Committee Ranking Member Zoe Lofgren: “Today marks the first anniversary of the enactment of the CHIPS and Science Act. CHIPS and Science was spearheaded by Members of the Committee on Science, Space, and Technology and was signed into law by President Biden on August 9, 2022.
“When President Biden signed the CHIPS and Science Act into law one year ago, Democrats in Congress and the Administration made it clear to the world: the United States can and will lead in science and innovation,” said Ranking Member Lofgren (D-CA). “Since then, Americans across the country are seeing up close the promise this law can bring to the nation. From semiconductor manufacturing facility groundbreakings to programs to foster innovation ecosystems and strengthen STEM opportunities for all—the CHIPS and Science Act is making an impact. Democrats are delivering on their promise to invest in America by building a diverse STEM workforce, revitalizing our manufacturing sector, boosting the economy, and ensuring the US remains competitive.
“Ranking Member Lofgren continued, “However, the law remains only partially funded. Funding for the CHIPS portion of the law has been allocated. But funding for the Science portion of the law has not been fully allocated. Funding levels for science have so far fallen short of what was enacted. Speaker McCarthy and extreme MAGA Republicans have been hard at work all Congress to slash funding for American science, including support for our premiere agencies like NASA, NSF, and DOE. Speaker McCarthy and extreme MAGA Republicans are on a mission to cede our leadership in science to China. If we do not invest to build up our scientific enterprise, other countries will beat us to it. They already are.” [Statement, 8/9/23]
House Energy & Commerce Committee Ranking Member Frank Pallone, Jr.:
In the year since President Biden signed the CHIPS and Science Act into law, its benefits are already being felt nationwide.
“The law’s transformational investment will create new economic opportunities, expand the middle class, and lower costs for consumers. It will strengthen America’s competitiveness and help end our reliance on other countries for semiconductors, which are key components in consumer goods including cars, electronics, and home appliances, as well as defense systems.
“Over the last year, the CHIPS and Science Act has helped spur over $166 billion of private sector investment into semiconductor development and fabrication. More than 50 community colleges have announced new or expanded semiconductor workforce programs and student applications to full-time jobs posted by semiconductor companies are up 79 percent. This is a major part of our ongoing efforts to revitalize American manufacturing.
